Bernard Milstein MD
Dr. Milstein is a Clinical Professor of Ophthalmology at UTMB at Galveston and Director of the Ophthalmic Laser Center in League City. He is one of the original investigators of Photorefractive Keratectomy to correct nearsightedness.

Dr Milstein is truly a "Man of Vision" literally as well as figuratively speaking as his 1999 award signifies.
