Dr. Howard's view of Board operations certainly is unique! He is the only member that serves on both the United Board of Health and the 4C's Governing Board. He also has the distinction of being the only board member that worked for the Texas Department of Health Services at the 4C's Clinics many years ago as a Venereal Disease Epidemiologist.
