On June 20, 2005 GCHD staff; Dr. Guidry, Kathy Barroso, Mike Carr and Jay
Holland met with BMC Board Chair, Father Mike Gemignami and BMC consultant Joe
Carcedo to discuss the issue of 4C’s clinic taking over the operations of the
BMC. For some months staff has been reviewing due diligence material provided
by BMC staff and the consultant’s report on potential revenue sources, such as
Medicaid, CHIP and self pay, as well as revenue producing contracts, private
contributions, fund raisers, etc., in an attempt to determine if the proposed
affiliation was a viable project. After reviewing the material provided,
constructing a proposed expense and revenue budget based on our understanding of
what services are required of an FQHC and two site visits, the GCHD team came to
the conclusion that for this project to work there must be a guaranteed income
source, other than patient revenue, lease revenue and donations of $500,000.
This message was communicated to Father Mike and the consultant. After
discussing the issue they concurred with our conclusion and Father Mike will
communicate that message to his Board. Conclusion, unless BMC or some other
source will guarantee additional income of $500,000, staff recommends that 4C’s

is assisting County after Goldstar shuts down |

Texas City, La Marque, Dickinson,
Hitchcock, and the unincorporated areas of the Mainland were being served by
Goldstar EMS until Monday, June 27th. After the private contractor
shut down operations, GAAA sent two ambulances to cover Dickinson and La Marque.
It is expected that GAAA will service the two cities for the next 90 days.

Houston/Galveston
Traffic Management Exercise |

On June 28th, the
Public Health Planner participated in the Houston/Galveston Traffic Management
Exercise. County and city emergency managers, law enforcement officials, Red
Cross, state transportation, forestry and Department of Public Safety officers
participated in this functional exercise at the Galveston County Office of
Emergency Management to get familiar with and test the new evacuation plan. The
Texas Engineering Extension Service (TEEX) moderated the exercise. The scenario
involved a category 5 hurricane threatening the Texas Coast. As a result of this
exercise, participants developed a better understanding of the plan and
identified additional planning and training opportunities to enhance hurricane
evacuation for Galveston County residents.

With the arrival of summer heat a press release was issued May 24, 2005 with
instructions on how to beat the heat. Information was provided on how to
stay properly hydrated when enjoying summer activities. This information can be
found at

The information contained in the heat press release is also being showcased on
the Health District’s web page for easy access and viewing by the public.

The GCHD Animal Summit held May 25th at Carbide Park was the
subject of a news story printed in the Galveston Daily News noting
several topics that were discussed at the vent. This story can be accessed at

A new immunization web site developed by the District’s webmaster was
presented at a meeting of the Immunization Advisory Council on June7th. This
site contains valuable current information on immunizations useful to the
public. This site still in the final stages of development can be found at

Staff continues to receive calls from the public concerned with Beach Watch
advisories. Callers are generally directed to the District’s web site where
current information on advisories is available. This information can be found

The Galveston Daily News contacted staffs at the District’s animal
shelter on June 20, 2005 working on a story concerning a rescued dog that
had been badly burned. The dog was provided medical attention and is being
taken care of by a shelter volunteer. The GDN story can be read at

in the local paper KHOU Channel 11 contacted the district on June 21, 2005
working on the same story.
On June 22, 2005 an article in the Galveston County Daily News gives an
update on “Brownie”, the dog that was badly burned on its back. The
article quotes Michele Reynolds who says she is not sure when the investigation
will be complete. The article also states that a $2500 award is being offered by
community members and animal rights activists for information about the puppy.

On Saturday, June 25th, the Galveston County Daily News ran a
story about the importance of HIV testing. The article
stresses the importance of education, awareness and
prevention and encourages individuals to participate in the free testing being
conducted Monday, June 27th in conjunction with National AIDS

Texas City WIC Move - On June 28, the Texas City WIC office will move
from Suite 100 to Suite 631 in the Community Family Center. Phone numbers will
remain the same. Texas City WIC clients have been sent a letter announcing this
move. August Breastfeeding Month - August is World Breastfeeding Month 2005, an international event that
recognizes and supports breastfeeding promotion efforts. This year's World
Breastfeeding Month theme, Mother's Milk: It's more than just food, echoes the
Health District's message that breast milk is the best food for babies' growth
and development around the world. The Galveston County Health District WIC
Program will celebrate the month with a program on Wednesday, August 3, 2005
from 9:00 AM until 12:30 PM at the Island Community Center Conference Room at
4700 Broadway in Galveston.
Community Health Services Business Meeting was held on June 16, 2005.
Topics discussed included efforts to increase participation in the WIC program,
the USDA's new Food Pyramid, plans for Back-to-School Immunizations events,
proposals for the implementation of a WIC Breastfeeding Peer Counselor program
and a request for funding through the Robert Wood Johnson Foundation's
"Local Initiative Funding Partners" to fund a
senior healthy lifestyles project. Topics for next
month include planning a "Senior Summit" and the improvement of TB services.

Beach Watch - The Galveston County Beach Watch program is in full swing
this summer season sampling Galveston County beaches once every week. Fifty-two
(52) sampling locations along Galveston Island, Bolivar Peninsula and the Texas
City Dike are monitored for the presence of bacteriological contamination. The
Galveston County Health District’s Public Health Laboratory provides the
analysis on all of the samples collected and reports the findings to the Texas
General Land Office. If the federal bathing standard is exceeded, an advisory is
posted. The advisory is posted on a sign located at each of the beaches
monitored. The signs advise swimmers that elevated bacteria levels have been
monitored and encourage swimmers to seek another location to swim. Since January
1, 2005, thirty-nine (39) advisories have been posted along county beaches.

Office of Environmental Health Business Meeting – The management at
the Office of Environmental Health Programs meets once every month with Health
District administrators to review and plan activities associated with the
operation of the program. Many topics are reviewed each month such as the
animal services summit, environmental summit, review of the laboratory
operations, hot topic issues such as seasonal groundwater identification
associated with septic system installation, changes to procedures, policies, fee
schedules and hours of operation recommendations. These operational planning
meetings encourage healthy dialog between program managers and administrative
support staff in the planning of upcoming activities and the resolution to
critical issues that face the program. The meetings are recorded and an action
item list is created and reviewed.
Hurricane
Planning and Preparation – The Office of Environmental Health
Programs is currently reviewing and updating their hurricane plans in
preparation for a predicted active Atlantic Hurricane season. The Division
plays a critical role in preparing Health District facilities prior to hurricane
landfall and plays even a larger role during the recovery phase. Our roles
include assuring the safety of both the water supply and food supply, condemning
unsafe food products, septic systems, monitoring the ability of our water
suppliers to deliver safe water to residents of Galveston County, and monitoring
the air and water for potential chemicals from our petrochemical facilities.
The Environmental Health Programs are also responsible for assisting the County
of Galveston in the assuring that storm debris including hazardous waste is
properly disposed. All Environmental Health Program employees are required to
attend a yearly hurricane meeting to discuss roles and responsibilities. |

4C’s Redesign Team - The redesign team has refined the new model
for seeing medical patients. Recently the team has been working to document the
model as well as the roles and responsibilities of all the team members. The
Clinic Leadership Team reviewed procedures and will be observing the full scale
testing that is scheduled for mid-July. August 11, 2005 is the target date for
the full implementation. An Open House is scheduled for that day which is also
National Community Health Centers Week. As plans are developed, more
information about this will be shared. |

The Galveston County Emergency Response Collaborative (GCERC)
met on Thursday, June 9th. The group discussed hurricane evacuation
plans for Galveston County. The county’s evacuation plan outlines phased and
controlled evacuation designating specific routes for evacuees. Each hospital
represented in the group will revisit their plans to coordinate them with the
county. The group was asked to reserve August 23rd on their calendars
to participant in an exercise. The exercise will involve a bioterrorism agent
and will encompass diverse entities such as law enforcement, HAZMAT and others.
The group will also continue work on a patient tracking system, plans for
educating MDs on emerging pathogens, and organizing a medical reserve corps. The
next meeting will be held at the new county Office of Emergency Management where
members of GCERC will tour the facility and receive updates on the county
emergency evacuation plans.
Public Health Preparedness Trainings - On May 31st
and June 1st, the Public Health Planner attended training at Rice
University in Houston on maritime security efforts. The training,
provided by the U.S. Department of Homeland Security, focused on terrorism
prevention, response and post incident issues, and an overview of new
regulations. Some of the lessons learned from this training are: while a great
deal has been done to improve port security, vulnerabilities still remain;
public health, law enforcement agencies and other responding agencies need to
have plans ready in order to mount an effective response; and the best way to
defeat terrorism is through good intelligence. This includes informed citizens
and responders recognizing and reporting suspicious activities.
On June 9th and 10th, the Public Health Planner and
a Community Health Nurse attended the Strategic National Stockpile (SNS)
training in Austin. The purpose of this training was to train leaders in the
functional areas of SNS deployment. This information will be used to train staff
and volunteers should the SNS be deployed in Galveston County.
New Strategic National Stockpile (SNS) Coordinator - Amelia Acosta
joined the Public Health Preparedness program on June 16th as the new
Strategic National Stockpile Coordinator. Amelia comes to us from the Texas
Department of State Health Services Region 6/5S office in Houston where she was
a member of the Epidemiology Response Team. She brings with her a wealth of
knowledge and experience in preparedness planning and response.
Volunteers - During the month of June, the volunteer
department successfully recruited and placed ten volunteers throughout various
areas of the Health District. On June 3, the Volunteer Coordinator served as the
Master of Ceremonies at the Texas LVN League Conference held at Mainland Center
Hospital where two Public Health Preparedness volunteers were recruited to
assist with the smallpox vaccination. Four other participants also expressed
interest in the volunteer program. Shirley Carr attended the Lena Perryman
Seniors Program Advisory Council meeting on June 1 at McKinney Memorial United
Methodist Church. The group is interested in addressing the needs of seniors in
the congregation and surrounding communities. One of the needs, Increase
Physical Activity, will be addressed by starting a Senior Exercise Program,
which the volunteer coordinator will be one of three instructors. The Volunteer
Coordinator also attended an in-service on Curbing Conflict in Volunteer
Programs on June 14 presented by HAVA (Houston Association for Volunteer
Administrators). The program focused on skills for negotiating conflict with
and between volunteers and staff. Mediation models appropriate for volunteer
intervention were discussed.
Office of
Fiscal Services Business Meeting -
The Fiscal
Services Office is reviewing information to update the credit card machines in
the 4C’s clinics and install new machines in the Vital Statistics,
Environmental, Animal Services and Immunizations areas. Along with authorizing
credit card purchases, these machines will provide check authorization as well.
New computers (15) were purchased for the 4C’s Registration and Cashiering staff
to replace the terminals currently in use. The new computers will allow staff
use of windows based programs along with email and intranet access. A training
program is being developed for Paramedics regarding billing and coding
procedures. We continue to pursue enrollment in Medicaid HMO’s in this area and
in-network provider status with Blue Cross/Blue Shield. Requests for bids were
solicited and awarded as follows: Medical/Dental Gloves (Moore Medical and
McKesson Medical), Medical Equipment/Supplies (Moore Medical and Tech Med), and
Janitorial/Paper Supplies (Corporate Express and Kleen Janitorial). |

increase of $435 for the grant period ending June 30, 2005 was signed on June 3,
2005. State Air Compliance contract for FY 06 and 07 was signed on June
3, 2005 with no change in funding from prior years of $321,136.00. Federal Air Monitoring contract for FY 06 and 07 was signed
on June 14, 2005 with no change in funding from previous years of $92,867.00. |
