A guest column in support of “National Cover the
Uninsured Week” was submitted by Dr. Guidry to the Galveston Daily News and was
published on May 3rd. The column was part of a cooperative community effort to
raise awareness concerning the needs of uninsured citizens. The guest column can

Alhassan attended a breakfast meeting with local members of the clergy and
community at the Nessler Center in Texas City on Tuesday, May 3, 2005 at 8:00
am. The subject was access to medical care and helping the uninsured obtain
needed medical care. Dr. Alhassan and other medical community representatives
engaged in a question and answer session with approximately 30 representatives
of Galveston County clergy. On Thursday, May 5, 2005 4C’s Business Manager
Michael Carr participated in a panel discussion on health disparities in
Galveston County. The panel discussion was held at Levin Hall on the UTMB
campus. Also participating were representatives from the Jesse Tree, St.
Vincent’s House and the UTMB President’s Office. Panel members presented a short
talk on what their respective organizations were doing to help the uninsured in
Galveston County. The panel then took questions for the remainder of the ninety
minute long session. Approximately 40 people attended the discussion. For more

On May 11th the District and the
University of Texas School of Public Health Houston: Center for Biosecurity and
Public Health Preparedness presented a workshop conducted by Bob Howard, PHD,
MA, MPH. The focus of the workshop was “Effectively Working With the Media.” Dr.
Howard served eleven years as Director of Strategic Communications for the
National Center for Infectious Diseases and has worked extensively with the
Texas School of Public Health and has authored numerous articles on media
relations. 24 people attended this informative session including district staff,
local law enforcement, and member cities staff members. For more information,

Galveston County Hurricane

On Wednesday, May 11th, Health District staff
participated in an exercise held at the new Emergency Services Facility on FM
646. The scenario of the exercise involved a major hurricane striking the Gulf
Coast. Representatives from every county department and the National Weather
Service attended the exercise where participants were able to discuss hurricane
preparedness and response and get familiar with the capabilities of the
Emergency Services Facility housing the Office of Emergency Management, the
Emergency Communications District (911), and the National Weather Service. For

National Infant Immunization Week (NIIW) |

During this year’s National Infant Immunization
Week, all three Walk in Immunization Clinics gave free immunizations to children
18 years and under. A free Saturday clinic was also held in La Marque. All
schools and most daycares in Galveston County received fliers advertising the
events. A total of 660 shots were given. As a comparison, only 245 shots were
given the week before. Last year, 786 shots were given during NIIW but this
included the Champions of Children Health Fair and the Interfaith Caring
Ministries weekly site. If those were subtracted, 615 shots were given which is

“No Swimming” issued as part of the Texas Beach Watch program were
once again in the news. On May 10th a reporter with the Galveston Daily News
contacted the district after a beachcomber emailed the paper pictures of an open
Beach Watch sign. Information was given to the reported explaining the program
and urging people to visit the District’s web site for more information. The

Also on May 10th the District was contacted by CBS affiliate KHOU 11 in Houston
working on a Beach Watch story. Reporter Jeff McShan interviewed Kurt Koopmann
on the beach and the story aired that same evening. On May 11th talk radio
station KTRH contacted the district and PIO Kurt Koopmann was interviewed
providing information on the Beach Watch posting and what they mean for the
public. KRIV Channel 26 (FOX) also contacted the Health District but not story
was broadcast.
The upcoming Animal Summit to be held May 25th was the subject of a
press release issued May 16th. The release as printed in the Galveston Daily
News was published on May 18th, front page of the “Our County” section. Complete

Texas EMS Week was the subject of a press release issued on May 18th.
GAAA will be hosting a Community Fair observing the week on May 21, 2005 at the
Island Community Center. The information submitted to local news sources is

Information on the National Diabetes Day was submitted to the
Galveston Daily News and has been published daily since submission in the
Community Bulletin Board.
The arrival of West Nile virus season was the reason for a press release
issued on May 20th. Once again the 4D’s were promoted to assist citizens in

Environmental Summit - Commissioner
Stephen Holmes welcomed everyone in attendance at the second annual
Environmental Summit and provided a few remarks about environmental issues
facing Galveston County. Dr. Guidry then explained the purpose and expectations
of the meeting and how the meeting aligned with Priority 6 of the Strategic
Health Plan. A brief presentation was given on the current programs and services
provided by the Office of Environmental Health. Following the brief
presentation, Brian Rutherford, summit facilitator, divided up the attendees
into small focus groups and reviewed the ground rules. The focus groups
identified many areas of concern that included: regulatory standardization
(consistent enforcement of the rules), funding and resource allocation
(competitive salaries and better utilization of current resources),
communication (better explanation of current services), staffing (employee
retention), education/outreach (increase outreach activities). The participants
were then asked to provide possible strategies to address some of the areas of
concern. The summit ended with the group evaluating the positives and negatives
of the summit and identified some of the following positives, good ideas
presented, group impressed that Dr. Guidry is interested and engaged in the
environmental issues, communication open and honest. Some of the negatives
included mailing of meeting materials prior to the meeting and need to schedule
focused meetings to address specific environmental concerns.
Environmental Assessment - Garret Foskit and Ronnie Schultz were invited to
Commissioner’s Court on Monday, May 16, 2005 to participate in the workshop
discussion concerning the environmental assessment of all county owned
facilities conducted by a third party consultant. The consultant was hired to
review the environmental compliance of all county owned facilities and make
recommendations on improving any areas of concern. As you may remember, the
Health District was asked by the County Judge to assess three County Road and
Bridge facilities and draft a report on environmental compliance deficiencies.
The District’s report was included in the consultant’s findings report. The
Health District has been asked to provide information on prioritizing the next
steps of implementation.
Thunderstorm Damage Response - The recent thunderstorm that swept through
Galveston County on Mother’s Day left many food establishments without power for
many hours. Several of the food establishments lost power long enough for some
potentially hazardous foods to become temperature stressed requiring
destruction. Some stores used other cooling methods such as dry ice to prevent
spoilage of their high dollar foods. The response to these outages is part of
our comprehensive emergency response plan that details our actions following a
storm event.
Animal Services Summit - The second annual Animal Services Summit was held on
May 25, 2005,
at the Wayne Johnson Community Center in La Marque. Over 35 participants
attended the public forum to provide recommendations on short-term and long-term
goals to continue to improve Animal Services. County Judge Yarbrough along with
Commissioners Holmes, Doyle and Janek were in attendance as were mayors and
members of city councils. Commissioner Holmes provided a few opening remarks
followed by Dr. Guidry who announced the purpose of the forum. A presentation
was provided outlining the major accomplishments realized over the past year.
Following the presentation, the floor was opened to the participants. The major
issues identified at the summit include: spay/neuter programs, disease-testing,
vaccinations, public outreach, hours of operation, review of the fee schedule,
adoption screening process, etc. The recommendations received today will be
documented and posted on the GCHD website. Priority #6, Environmental Health
Improvements, Goal VI states that the District will sponsor an annual forum to
receive feedback on animal services.

New Physician and Mid-level Providers hired - Anika Bell-Gray, MD,
will join the Health District’s 4C’s Clinics in mid-July as a full-time
provider. Bruce Berns, FNP was hired on May 23, 2005, as a Nurse Practitioner
for the 4C’s Medical clinics. Bruce graduated from the Nurse Practitioner
training program at U.T. San Antonio. Please welcome Bruce to the 4C’s. This
leaves two vacancies for medical providers. One position is for a staff
physician, the other one for a mid-level provider, (either Physician’s Assistant
or a Family Nurse Practitioner). Recruiting efforts include the posting of the
positions on the District web site and advertising in local medical periodicals.
4C’s Redesign Team - The redesign team continues to refine the new model
for seeing medical patients. Recently the team ran several full day tests of
their model to assess its operation. After a few weeks continued testing the
team will present the model to management and propose an extended trial of the
model with all medical providers. The test period is expected to start in late
summer. 4C’s Medical Provider Orientation - On Monday May 23, 2005 the
4C’s Medical Staff received a half-day orientation to the Health District and
4C’s. With the large numbers of staff members who have come on board with the
4C’s this year it was felt that the orientation should include all Medical
staff. It was the first time administrative and executive staff members have
presented the new general orientation program to medical staff.

EMS Health Fair - GAAA held its largest health fair to date to
commemorate National EMS Week. It was a special week as Galveston EMS celebrated
its 30th Anniversary. More than 20 agencies participated and more than 200
attendees took advantage of the event held at the Island’s Community Clinic. The
fair was held on May 21st. Asst. Chief Tommy Leigh and Volunteer Mattie Feucht’s
are commended as their efforts made the event a success. GAAA holds second Program Business Meeting - GAAA’s administration and field
supervisors met on April 28th for a Program Business Meeting. The meeting
reviewed the EMS operations during the President’s visit; purchase orders
procedures, non-emergency transfers, and progress on the EMS town hall items.
Most issues (like raises/pay incentives and putting the supervisor “off-line”)
will need additional funding sources to make upgrades. GAAA will be exploring
funding options.

The Galveston County Emergency Response Collaborative (GCERC) met on
Thursday, May 12th. The group continued a discussion from the prior monthly
meeting about lessons learned from the BP Explosion. The group also walked
through a scenario involving Avian Flu to learn more about each entities
response plans and to identify issues that need to be addressed in planning. As
a result of this meeting, GCERC members will work to identify available
resources in the county, share and update contact information, explore systems
to track patients in a disaster, move forward in the development of a Medical
Reserve Corps of volunteers to assist in emergencies, and continue to
collaborate in planning to improve preparedness and response in the event of a
public health emergency.
Volunteers - During the month of May, twelve volunteers were recruited
and assigned to various departments throughout the Health District. Four of the
volunteers are here to complete an externship in the 4C’s Clinics. The Health
District has become the placing agency for the SER Senior Community Service
Employment Program, a training program for seniors. The Health District has
placed 2 senior volunteers in the 4C’s Clinic. This new venture should increase
the number of senior volunteers that we are able to assign to the District.
West Nile virus Testing - As of May 17, 2005, the Epidemiology
Department is receiving blue jays and crows for West Nile virus (WNV) testing.

Triple “000” - Preliminary information regarding DSHS Triple “000”
funding, the only flexible State and Federal funding Local Health Departments
receive, indicates that the FY 06 CDC Preventive Health and Health Services
Block Grant funding will be eliminated and that FY 06/07 State General Revenue
funding will be reduced. Estimates indicate that overall Local Health
Departments Triple “000” funding for FY06 will be cut by 30% and for FY07
possible reduced even more or eliminated altogether. Final figures are not
currently available, however the preliminary estimates indicate that the
District’s reduction for FY06 would be in the range of $103,000 to $120,000 out
of a total Triple “000” budget of $344,000. This translates into the loss of 5
to 6 FTE’s across such programs as CHN, Immunizations, Consumer Health Services
and Public Health Lab. We continue to work with DSHS regarding this reduction.

On May 2, 2005 a grant with DSHS to provide STATE HIV/AIDS services was renewed
with no change in the amount of the Grant. This program is designed to report
all new HIV/AIDS cases in Galveston, Brazoria and Chambers County and do contact
investigation, partner notification and make referrals for services. On May
25, 2005 a budget revision to the Bioterrorism Preparedness grant was signed
from the Texas Department of State Health Services for $132,777 in funds to
purchase an emergency generator and two handheld radios. The generator, operated
by natural gas, will provide electricity to the Kemmerer Building in La Marque
in the event of a power outage. The two radios would provide additional Health
District personnel the capacity to communicate with response partners throughout
the county in the event of an emergency. |
