Purchasing is responsible for procuring equipment, vehicles and all supplies necessary to achieve the mission of protecting the health and well-being of Galveston County.
Our minimum standards for responsive bidders:
Maintain a permanent place of business.
Have adequate financial status to meet the obligations incidental to fulfill the contract.
Have appropriate technical experience and equipment to fulfill the contract.
Furnish Proof of Insurance (s) if required, prior to commencement of contract.
Provide proof of professional credentials such as licenses, certifications, etc. as required by state, federal and local governments, if required, to fulfill contract (s).

email alerts, you must register with Purchasing. For added convenience, prospective vendors may register online using the form to the left. Registration allows vendors who are interested in conducting business with GCHD the opportunity to supply information about their company. Please note that registering does not guarantee a notice will be sent.
Receipt of Bids
All proposals must be received at the designated location by the deadline stated in the Bid or RFP package. Proposals received after the deadline will not be considered for award of the contract, and shall be considered void and unacceptable. All submittals will be date/time stamped and stored until opening date. If you do not wish to bid at this time, but wish to remain on the bid list for this commodity, submit a “No Bid” by the same time and at the same location as stated for bidding. A brief explanation for the “No Bid” will be beneficial in determining any necessity for reviewing requirements and/or specifications.
All information required by the bid document must be supplied by the bidder. Failure to provide the required information may be cause for rejection of the bid as non-responsive.
Bidder acknowledges that by submitting the Bid, Bidder makes an offer that, if accepted in whole or part by GCHD, constitutes a valid and binding contract as to any and all items accepted in writing by GCHD
VENDORS MAY NOT PERFORM SERVICES OR DELIVER GOODS WITHOUT RECEIVING A PURCHASE ORDER FROM GALVESTON COUNTY HEALTH DISTRICT. IN ADDITION, WORK PERFORMED UNDER A CONTRACT CHANGE ORDER WILL NOT BE PAID UNLESS THE CHANGE ORDER IS APPROVED BY THE GCHD CHIEF OPERATING AND FINANCIAL OFFICER OR DESIGNEE.
Any Bidder who is allegedly aggrieved in connection with the solicitation of this Bid or resulting award of contract may appeal to the Chief Operating and Financial Officer. Any such appeal shall be submitted in writing within ten (10) business days of the action or decision being appealed. The Chief Operating and Financial Officer will hear the appeal.
Payment to Vendors
The receiving department or agency will evaluate the goods or services performed for vendor compliance with all terms and conditions of the agreement. Payment will be made within thirty (30) days from proof of delivery and the GCHD Accounts Payable Clerk received the invoice. Payment shall be based on actual quantities of material received and in satisfactory condition by the GCHD. GCHD operates on a Purchase Order system and vendors must secure a purchase order number prior to placing any orders. Invoice must reference appropriate purchase order number.
Ethics and Conflict of Interest
The bidder shall not offer or accept gifts or anything of value to enter into any business arrangement with any employee, official or agent of the Galveston County Health District. Bidder may be required under Chapter 176 of the Texas Local Government Code to complete and file a Conflict of Interest Questionnaire (CIQ Form). If so, the completed CIQ Form must be filed with the GCHD Executive office. It is the Bidders sole responsibility to file a true and complete CIQ Form.
